Chapter 13 - The Reckoning at the PierBy 0400, the chase had moved to the industrial docks of the James River. Julian Vance, realizing his empire was collapsing and his assets were being seized by the federal government, had fled toward his private luxury yacht, the Silver Shadow, which was idling at Pier 4.

The rain was blinding, coming down in sheets that flattened the dark river water. Julian sprinted down the wooden planks of the pier, a leather duffel bag filled with offshore bearer bonds clutched in his fist.
"Julian!" a voice called out through the storm.
He spun around, drawing a small, silver revolver from his waistband.
Claire stood twenty yards away on the wet wood of the pier. She wasn't running. She wasn't hiding. She stood tall against the wind, her trench coat soaked, her eyes locked onto his. Daniel stood just behind her, his left arm bound in a bloody medical sling, his hand resting on a metal stanchion for support.
"Get out of my way, Claire!" Julian shrieked, his face distorted by a wild, animal panic. "I built everything you are! You're nothing without my name! I’ll kill you right here, and they’ll say the storm took you!"
He raised the revolver, his hand trembling as he aimed it directly at her forehead.
Claire took a step forward, closing the distance. She didn't blink. She didn't cower. "You can't shoot me, Julian," she said, her voice carrying over the roar of the river. "Because you're a coward. You only attack when the lights are off and the victims are drugged. Look at me. I'm awake. And your time is up."

A sudden, brilliant beam of a police helicopter searchlight burst through the clouds, pinning Julian in a circle of blinding white light. Twin federal tactical boats roared out from beneath the bridge, their sirens wailing, their weapons targeted directly on his chest.
A sharp, deafening crack of a sniper's rifle echoed from the warehouse roof. The bullet struck the cylinder of Julian's revolver, shattering the metal and sending the gun spinning into the black, churning river below. Julian fell to his knees, his hands clutching his shattered fingers, his screams drowned out by the descending federal agents who pinned him to the wet wood of the pier.
